Cape Town to be a Restructuring Zone

The City prioritizes the need for affordable housing

The City of Cape Town has made it apparent to the National Government and the Western Cape Government that it is their intention to declare Cape Town as a restructuring zone. This is in an attempt to provide affordable housing opportunities wherever suitable land becomes available.

Although there are ample opportunities for affordable housing across the metro, the City of Cape Town is unable to obtain access to social housing grants from the National Government until there is suitable land located in a restructuring zone.

The initiative is lead by the Transport and Urban Development Authority (TDA), which was established on 1 January 2017 as part of the City’s Organisational Development and Transformation Plan to quicken their efforts of creating a more equal society which is based on economic inclusion, integrated communities and access to opportunities.

It is for this reason that the TDA informed the National Minister of Human Settlements and the Western Cape Government of their intention to denote the city as a restructuring zone. By doing this the City will be able to to hasten the delivery of affordable housing opportunities.

The City has also stated that although there is uncertainty around the 2010 stipulated restructuring zones (and whether it includes all areas within the City of Cape Town), they will extend the zone, with approval, to avoid excluding certain areas. The plan will be initiated through, “the City’s Spatial Development Framework, Integrated Development Plan and Built Environment Performance Plan processes.”

The City has stated that they are, “actively redressing and reversing the spatial legacy of apartheid and ha[ve] always considered all centrally located areas (such as the central business districts and surrounds) as well as zones along key transport routes to be restructuring zones that are eligible for affordable housing.”
